Abstract

The Houston - Galveston Area Council (H-GAC) is a voluntary association of municipal and county governments as well as 14 school districts in the 13-county Gulf Coast Planning region of Texas. H-GAC is the regional organization through which local governments consider issues and cooperate in solving area-wide problems such as water quality. The Texas Commission on Environmental Quality (TCEQ) has designated H-GAC as the lead agency responsible for conducting the regional water quality monitoring and assessment for the San Jacinto River Basin and three coastal basins: the Trinity-San Jacinto, the San Jacinto-Brazos and the Brazos-Colorado. Currently, there are approximately 430 professionally monitored sites in H-GAC's region. In this effort, H-GAC, TCEQ Clean Rivers Program and local governments contribute over $1.6 million annually to monitor and assess the health of the region's waterways.
