Abstract

This report which follows responds to the President's request and provides the basis for the subsequent report to the Congress required by the Coastal Zone Management Improvement Act of 1980. In responding to the President's instruction, it quickly became apparent that a narrowing of scope was necessary. Nearly every Federal program affects coastal resources; an examination of all programs would have quickly exhausted the resources available for the review without corresponding return. NOAA therefore determined early to restrict its review to key programs in the following five areas. 1. Federal programs providing development and reconstruction assistance in coastal hazard areas. 2. Federal programs supporting infrastructure development in coastal areas. 3. Federal landholding programs in coastal areas. 4. Federal programs related to energy development. 5. Federal regulatory and planning programs in special coastal areas. .... The chapters which follow present detailed reviews and recommendations for the major federal programs involved in each of the five subject areas described above.
