Abstract

The U.S. Environmental Protection Agency (EPA) applied the term community involvement to its commitment to early and meaningful community participation during Superfund cleanup. The foundation of Superfund's community involvement program is the belief that members of the public affected by a Superfund site have a right to know what the Agency is doing in their community and to have a say in the decision-making process. This Handbook presents legal and policy requirements for Superfund community involvement and additional suggestions for involving the community in the Superfund process. These suggestions are based on experience and are intended to enact EPA's commitment to providing the public with every opportunity to become meaningfuly involved in the Superfund process.
