Abstract
This Report to Congress, covering Calendar Year 1987 through Fiscal Year 1990, summarizes the Environmental Protection Agency's (EPA) activities in carrying out its responsibilities under Title I of the Marine Protection, Research, and Sanctuaries Act (MPRSA) and its 1988 amendment, the Ocean Dumping Ban Act (ODBA). ODBA makes the ocean dumping of industrial waste and municipal sewage sludge unlawfal after December 31, 1991.
