Abstract
The TCMC seems to be trying to deal with two separate and distinct issues. One is an assessment of the current risk to navigation and possible ways to reduce those risks in the future. The other is the promotion/acquisition of a ship simulator for Texas. The two efforts are not mutually exclusive--in fact they may even be complimentory.
