National Oil and Hazardous Materials Pollution Contingency Plan

This Plan (including the annexes) provides for a pattern of coordinated and integrated responses to pollution spills by departments and agencies of the Federal government. It establishes a national response team and provides guidelines for the establisment of regional contingency plans and response teams. This Plan also promotes the coordination and direction of Federal, State and local response systems and encourages the development of local government and private capabilities to handle such pollution spills.
