Actions of the 95th Congress which may require a State Response - A Working Document for the 66th Legislature

This report, prepared as a working document under the Office of State-Federal Relations' (OSFR) statutory mandate to inform the Governor and the Legislature of federal programs affecting the State, describes key legislation enacted by the 95th Congress as well as important administrative decisions of federal agencies. No effort is made in the report to advocate particular courses of action. Instead, each major enactment or administrative issuance -- organized under the headings of energy, natural resources, education, human resources, and general government-- is discussed with a view toward providing State officials with a framework for making decisions and selecting policy alternatives.
