Abstract

Described herein is a computational procedure for determining the minimum-cost capacity expansion of a general surface water supply system. The algorithm is comprised of a dynamic programming project scheduling model which selects likely optimal expansion policies, and a generalized network model which analyzes in detail the operation of the selected development policies. These models interact in an iterative manner to select the set of reservoirs, pump canals and pipelines, their capacity sizing and construction sequencing which minimizes the present value amortized capital and operating cost of the entire system over a fixed time horizon under a deterministic set of hydrology and demands. The analysis in this report represents an extension of the work accomplished by the Texas Water Development Board and Water Resources Engineers, Inc. under a research grant provided by the Office of Water Resources Research in Washington, D.C. The procedure developed herein for capacity expansion of a surface water resources system is an enhancement of the general methodology developed under that grant.
