Abstract
This document contains an enclosure titled the Notice of Proposed Rulemaking which is the implementation of Annex V of MARPOL 73/78. This enclosure discusses the prohibition of disposal of any plastic material into the marine environment. Included in this document is a copy of 33 CFR (Parts 151, 155 and 158) and 46 CFR (Part 25). The Annex V advisory form and pamphlet for distribution to commercial shipping interests are also included.
