Abstract

The senate of the State of Texas, with the House of Representatives concurring, created the Interagency Natural Resources Council and authorized it to make a comprehensive study of the state's submerged lands, beaches, islands, estuaries and estuarine areas, covering: Wildlife, health and recreational potential, ecology, value as marine habitats and nursery feeding grounds; importance to navigation, mineral value, and value for food, hurricane and erosion control; and contribution to the economic growth of the state. The council was instructed to study coastal engineering problems, and to determine the effects of waste and drainage water discharges into estuaries and into the Gulf of Mexico.
