Abstract
The Gulf Council in mid-March voted to request emergency action from the Secretary of Commerce, requesting a 1,000 pound trip limit for commercial fishermen until May 11. The commercial season that started in January was terminated after only 54 days, because millions of pounds of snapper were taken, the entire year's quota.
