Abstract

The National Ocean Pollution Program Office (NOPPO) of the National Oceanic and Atmospheric Administration is required by the National Ocean Pollution Planning Act (PL 95-273) to make recommendations on the federal program in marine pollution research, development, and monitoring, and promote interagency cooperation in these areas. The first step in evaluating the Federal effort in ocean pollution research is to identify the marine pollution needs and problems that are facing the nation. This report is a description of the methods to survey the needs and problems, the agencies involved in the survey, and a compilation of the results of the survey.
