THE WATER QUALITY ACT OF 1965 REQUIRES THE STATES TO SUBMIT WATER QUALITY STANDARDS TO THE FEDERAL WATER POLLUTION CONTROL ADMINISTRATION BY JUNE 30, 1967. EACH STATE MUST SPECIFY HOW IT PLANS TO MONITOR AND ENFORCE THESE STANDARDS. ALL FORTY ENTRIES SO FAR NEED REWORKING. NONE OF THE ENFORCEMENT PLANS IS ACCEPT FEW STATES HAVE SUBMITTED A FULL SET OF STANDARDS ALL AT ONCE. EACH RIVER REPRESENTS A SINGLE SET. COORDINATING ONE STATE'S STANDARDS WITH UP- OR DOWNSTREAM STATES IS A DIFFICULT TASK. THE GREATEST PROBLEM AREA IS SURVEILLANCE AND ENFORCEMENT. THE IDEA BEHIND THE STANDARDS IS TO ENHANCE THE QUALITY OF INTERSTATE WATER, OR, IF ALREADY CLEAN, TO MAINTAIN ITS CLEANLINESS. FIVE COMMITTEES HAVE BEEN SET UP TO DETERMINE JUST WHAT CONSTITUTES CLEAN WATER FOR THE PURPOSES OF AGRICULTURE, RECREATION, AQUATIC LIFE, PUBLIC WATER SUPPLY, AND INDUSTRIAL WATER SUPPLY. ONCE THIS DETERMINATION HAS BEEN MADE, MONITORING SYSTEMS MUST BE SET UP. THE FEDERAL WATER POLLUTION CONTROL ADMINISTRATION SAYS IT WILL BE FLEXIBLE IN ACCEPTING STATE STANDARDS, DUE IN PART TO INCOMPLETE KNOWLEDGE OF WATER POLLUTION CONTROL NEEDS.
