Abstract

Chapters I-A through V-A, contained in Volume II of this study, present supporting data and methodologies for Chapters I through V of this volume. A Bibliography is presented at the conclusion of Volume II. The objective of the Houston Ship Channel - Galveston Bay Regional Assessment Study was to define the probable effects resulting from implementation of PL 92-500. Ecological, economic, institutional and environmental (water quality) impacts were assessed for Harris, Galveston, Chambers and parts of Brazoria Counties as shown in Figure 1. Wastewater treatment levels and implementation schedules evaluated were: 1. Best Practicable Control Technology (BPCT) beginning July 1, 1977, 2. Best Available Technology (BAT) beginning July 1, 1983 and 3. Zero Discharge of Pollutants beginning July 1, 1985. Part I of the Regional Assessment Study presents historical information and a profile of current conditions. From this baseline, impacts resulting from implementation of the three wastewater treatment levels are predicted. Part II, presented as a separate volume, provides the data, methodologies and detailed analysis used to establish the conclusions offered in Part I. Chapter I - Background Profile - description of region, historical development, water use, wastewater management scenarios, issues of special concern to the region; Chapter II - Pollution sources by sub area - Inventory of pollution discharges, pollution parameters, significant aspects of pollution discharges, technologies required for pollution abatement, 1985 wastewater management scenario, pollution loadings 1975 to 2000, residual generation, significance of sub area in relation to region: pollution sources; Chapter III - Water Quality and Environment - water quality changes resulting from abatement scenarios, projected changes in biological conditions, environmental impact of water pollution control residuals or sludges, significance of sub area in elation to region, recreation, health, welfare, and aesthetic parameters - current status, assume absence of PL 92-500; Chapter IV - Costs, Economics, Benefits, and Social Impacts - costs to achieve 1977, 1983, and 1985 wastewater treatment scenarios, economics, social and economic benefits from improved water quality, social implications of PL 92-500, relation of the Houston ship channel to study area; Chapter V - Institutional Analysis - Institutional Setting, Programs and Issues; Chapter VI - Interdisciplinary Issues.
