Abstract
The purpose of this report is to provide sufficient information to the U.S. Army Corps of Engineers (USCE) of the safety of the proposed terminal facility on Pelican Island with respect to fire and explosion, so that the District Engineer can formulate a decision or a recommendation concerning USCE Permit Application No. 10400. To achieve that purpose, the main document is very detailed and technical; therefore, we have prepared this summary to discuss the main points of the report in simpler terms and in an abbreviated form. Reference to the main report should be made for detailed explanations.
