The report describes the request for approval of application to grant a certificate of convenience and necessity for the construction and operation of approximately 27 miles of 16-inch diameter natural gas pipeline and associated facilities in the Texas Gulf Coast Area. The proposed route extends from producer platform situated in High Island Block 71, offshore Texas, to Natural's existing Gulf Coast Line near the town of Sabine Pass, Texas. Onshore, the route would cross nearly 6 miles of marshy lowlands and unimproved pasture. To minimize the environmental impact of construction in the marshlands, the push method of construction will be used to install the pipe in a newly excavated trench which will then be backfilled. Offshore, the line will be buried under the Gulf floor with 3 feet of cover except where the route crosses navagational safety fairway in High Island Block 36 where construction and trenching will allow for 10 feet of cover. Construction is estimated to require approximately 60 days. A brief summary of adverse and beneficial environmental effects is included.
