Abstract

This Strawman document serves as an initial working outline for the Comprehensive Conservation and Management Plan (CCMP) for Galveston Bay. Its purpose is to facilitate development and review of problem-solving initiatives to be forwarded in Fall, 1994 to Governor Ann Richards for official adoption by the State and subsequently by the Administrator of the EPA. These initiatives have resulted from deliberations by sixteen task forces of the Galveston Bay National Estuary Program, and as yet do not have the endorsement of the management conference as a whole. This early stage in the drafting of the CCMP is one of identifying and scoping the actions to be further developed in the coming two years; some ideas will fall by the wayside and others will be added before the Plan becomes final. Therefore, the reader should focus on the breadth and appropriateness of content rather than specific wording.
