Abstract

This environmental statement analyzes the environmental impacts of actions taken by the Secretary of the Interior pursuant to Part IV of the Omnibus Budget Reconciliation Act of 1981 (OBRA) which prohibited the issuance of new Federal flood insurance policies for new construction or substantial improvements of structures on undeveloped coastal barriers. Under OBRA the Secretary was required to conduct a study to designate undeveloped coastal barriers, and to report to Congress the study's findings and conclusions, together with proposed designations and recommendations relating to the definition of coastal barriers. This environmental statement assesses the alternatives, definitions, and delineation criteria considered in developing the basis for designating undeveloped coastal barriers.
