Offshore Oceanographic and Environmental Monitoring Services for the Strategic Petroleum Reserve Response to Decision Makers' Questions: Water and Sediment Quality

Two of the questions considered were: 1. Given the composition of a discharge (waste stream), can the effects on water (and sediment) quality be predicted? 2. How much of a pollutant would have to be introduced to produce a measurable change in water quality and over what area? This report presents our evaluation of these two questions based upon results of the previous monitoring program.
