Abstract

This report addresses questions raised by the National Drinking Water Advisory Council's Small Systems Working Group concerning the characteristics of small drinking water systems in the United States. The report is a national characterization based on existing data and therefore may not discuss issues particular to any one State or environment. The data in the report were drawn primarily from three sources: the 1995 Community Water System Survey, the 1995 Drinking Water Infrastructure Needs Survey, the FY98 data from the Safe Drinking Water Information System (SDWIS). The report is divided into 8 sections: 1. Introduction; 2. Ownership Characteristics; 3. Operating Characteristics; 4. Financial Characteristics; 5. Infrastructure Needs; 6. Compliance and Violations; 7. Noncommunity Water Systems; 8. Missing Data.
