Abstract
The objective of this report is to catalogue a preliminary inventory of priorities and needs for each city, county, and school district within the seven county Hurricane Celia Disaster Area. Two additional reports will be published related to the redevelopment from Hurricane Celia. Report 2 will be a final listing of local needs, priorities, and methods of financing. Report 3 will be a follow-up to determine the success in implementing plans.
