Abstract
Because of the Open Beach Act of 1959, the state of Texas has no private beaches. This act grants the public unrestricted access to all beaches. The line that separates private property from public beach keeps moving due to beach erosion. This dilemma raises many concerns for private property owners, the Texas state government, local governments, and many conservation groups.
