Title: Paradise lost: the Texas coastal plan.

Abstract: Texas is one of only two seacoast states without a federally approved plan to develop, protect, and regulate coastal resources. This chapter explores the reasons for the failure in 1981 of the state to adopt such a plan and theorizes as to whether Texas is ready in the 1990's to attempt the passage of a coastal plan.
