Governance of Galveston Bay: Preliminary Considerations

The authors summarize their research strategy for a planned study of the governance of the Galveston Bay estuarine system in Texas. The authors plan to identify the various private and governmental players in bay governance, their legal authorities and policy concerns, some of their interrelationships and coordinative arrangements, and policy issues.
