Abstract

The report explains the collision of two ships, the 'Figaro' and the 'Camargue', on November 10, 1988. The safety issues discussed in the report include the risks encountered by large vessels overtaking in channels; the hazards posed by channel - sloped bottoms and bank effect, vessel hydrodynamic interaction, and nonuniform currents; pilot fatigue; and ongoing training for ship pilots. Recommendations addressing these issues were made to the U.S. Coast Guard, the State of Texas, the Port of Houston Authority Pilot Board, the Houston Pilots, and the Galveston-Texas City Pilots.
